The three essential requirements to have written regulations for an industry that DEFRA knew nothing about were arrogance, ignorance and stupidity.
But the only trait they retain is the malevolent stupidity of doing nothing because they've been called out and don’t want to face the consequences.
But this is why institutions appear to exist. Putting incompetent people in charge of writing regulations for businesses that they have no experience of. In another institution we’ve just witnessed the appointment of a Tory to the position of Director General of the BBC who has no broadcasting experience - and of course it will all go wrong because the BBC will be caught dropping inconvenient facts from their broadcasts and covering up Tory sleaze.
As far as DEFRA goes, they are an unelected and unaccountable institution, and while DEFRA made the mistakes, nothing’s been done about the people who wrote the regulations and their shoddy and destructive regulations are still being enforced by more unelected and unaccountable local authorities.
- No one with any talent or brains would have come up with a rating system that doesn’t work, can’t be applied consistently and tells no one anything about the facilities, the cattery or the people running them.
- No one with any talent or brains would have thought that they could write 26 pages of life altering legislation without knowing anything about the industry they were regulating.
- Anyone with any brains or talent would have recognised that half of the regulations are non-universal or not applicable to every cattery.
In short, DEFRA were out of their depth, the jury has already returned the verdict and the only people openly defying the judge are the skiving dimwits who are still harming this industry and laughing in our faces.
